Requirements management – replacement strategy for legacy systems
Objective
On behalf of department I/10, IT-Steuer of the Federal Ministry of Finance, preliminary studies were to be carried out for replacing legacy systems more than 40 years old in the area of federal levies, including the definition of possible replacement strategies, the associated effort estimates and the creation of expert reports on the recommendations.
Approach
- Document and data analyses as well as workshops for the functional and technical survey of the scope to be replaced
- Analysis of the legacy systems incl. processes, functionalities and technical constraints
- Workshops for gathering requirements for a new system
- Development of personas, rough processes, scenarios, scribbles and screen designs for a rough specification and preparation for agile implementation
- Development of a volume model as the basis for a parameterized effort estimate
- Development of possible replacement strategies
- Effort estimation of selected replacement strategies and rough planning of a possible replacement project
- Creation of an expert report with recommendations and presentation of the results
Result
Replacement strategy, effort estimate and project plan for replacing the core applications of the Austrian financial administration
