BMSGPK school-start vouchers

Objective

As part of the SchulstartPlus! and SchulstartKlar! campaigns, the Federal Ministry of Social Affairs, Health, Care and Consumer Protection supports families receiving social assistance or minimum income with vouchers for school supplies at the start of the school year.
Until now these were physical vouchers that could be collected at certain locations.
The entire process was to be digitalized by introducing an online platform for obtaining the vouchers.
For this, the future platform and the new digital procurement process had to be defined.

Gathering the requirements for the new system in workshops
Developing an end-to-end digital target process considering the framework conditions (ESF+ conformity)
Conducting market research and accompanying market exploration talks
Advising on the tendering approach
Creating tender documents and accompanying the tender

The project was awarded successfully and is already in its first test phases. The rollout of the entire digital process takes place with the next issue of the vouchers. Deliverables included:
- Requirements catalog
- Scope document
