Digitalization strategy for the federal state of Tyrol

Objective

The state of Tyrol aims to take a pioneering role in digital administration among Austria's federal states. A major challenge is doing justice to the large number of stakeholders and their different needs and expectations regarding digitalization. For this reason, the BUILD:Tirol project, which aims at digitalization measures for all stakeholders, was launched together with ReqPOOL.

Approach

• Creation of the BUILD:Tirol framework focusing on digital accessibility combined with the basic principles of the Tyrolean digitalization strategy
• Analysis and evaluation of the AS-IS status along the dimensions of ReqPOOL's digitalization compass via an online survey
• Preparation of the results for the workshops
• Prioritization and quantification of the workshop results
• Creation of a catalog with around 20 digitalization measures
• Estimation of the measures and creation of a roadmap

Result

Within BUILD:Tirol, digitalization measures were developed, prioritized, quantified and captured in high-level project profiles so they can be implemented purposefully in the coming years. The roadmap forms a path towards Austria's most modern and efficient administration, perfectly tailored to the state of Tyrol, and the strong stakeholder involvement in its design creates a high level of identification among the state's employees. In a first step, six measures were selected as the implementation recommendation for 2022–2026. All proposed measures follow the basic principles of the Tyrolean digitalization strategy with a focus on digital accessibility and inclusion.
