Digital transformation of public procedures in Upper Austria | submission and collaboration platform (EPA)

Objective

On behalf of the state of Upper Austria, a pilot project for an innovative and flexible submission and collaboration platform (EPA) for the end-to-end handling of official procedures on a low-code platform was designed and prototypically implemented as a first minimum lovable product. The goal of the project is a digital platform for complete, media-discontinuity-free procedure handling that enables cross-departmental standardization of approval procedures. The EPA platform is intended to be used throughout Austria in the future.

Approach

• Analysis of existing business processes (in workshops) as well as documents and data for the functional and technical survey of the procedures to be mapped
• Workshops for business process optimization
• Design and optimization of internal and external business processes through IT innovation
• Strategic advice on introducing an innovation strategy focused on low-code technologies
• Conception and steering of the implementation project
• Implementation of the concept in cooperation with a low-code implementation partner
• Leading the development and implementation of the requirements in an agile team following Scrum rules

Result

• An innovative and flexible submission and collaboration platform that optimizes the handling of official procedures and enables cross-departmental standardization
• Establishment of a low-code competence center in the state of Upper Austria, enabling the development of further application areas
